What to check once shoes arrive
You should be able to gently press and feel where their feet and toes end through the shoe upper without them feeling squished. Feet and toes should have room in the width as well as in the length.
The shoe should hold gently at the heel without slipping off
Do a visual check, try the shoes on in the house to see how your little one moves in them.
It's a fine balance between too big and good with just enough room to grow. There is no perfect answer, so combine the toe feel, heel and movement visual check with your instinct.
